Morocco answered Russia’s veto on October 30 with a declaration that Lebanese officials would do well to read. The Royal Office welcomed the non-renewal of MINURSO, the UN mission in the Moroccan Sahara, called for its personnel and equipment to leave, and demanded the issue’s removal from the Security Council’s agenda. Faced with a permanent member’s attempt to preserve an arrangement Rabat considered exhausted, Morocco refused to retreat.
