South Korea Ministry Delays Tesla FSD Approval Over Inadequate Submission Reporters Note Teslas FSD application follows parliamentary audit but lacks required safety data, delaying approval

South Korea’s Ministry of Land, Infrastructure and Transport is facing growing deliberation over Tesla’s application for approval of its advanced driver-assistance system (ADAS), the Supervised Full Self-Driving (FSD). Tesla Korea submitted an application for FSD usage approval, but the ministry is concerned due to the unilateral submission without prior consultation and the inadequacy of the provided materials.

Tesla Korea’s request, under the Automobile Rules, seeks a special exception to allow the installation of FSD in vehicles by designating it as a device superior to existing systems or one deemed necessary for ensuring safety. This regulation was established in 2019. Tesla, which has been selling FSD functionality domestically since 2019, had nearly eight years to utilize this provision. However, the company only submitted its application after Rep. Jang Jong-tae of the Democratic Party of Korea pointed out during a parliamentary audit that Tesla should strive to enable FSD use for Chinese-made models.

Tesla Korea reportedly attached only a brief request letter and an FSD introduction document to its special exception application. The materials were described as being on the level of technical introductions and vehicle safety reports published on the company’s website, claiming that FSD’s driving safety is seven times higher than that of human drivers and that it potentially prevents a certain level of casualties. In short, the application was deemed insufficient.
