Body camera video shows ICE agent running over Houston immigrant

Body-camera footage and an investigative report raise questions about the conduct of the ICE agent who faces charges after running over Miguel Parra-Hernandez.

The only thing more horrifying than Miguel Parra Hernández’s mangled leg and his primal moan as he writhes on the pavement of a west Houston parking lot is the seemingly vacant response of his assailant.

U.S. Immigration and Customs Enforcement officer Mario Alberto Morales exits his vehicle, according to newly released body cam footage of the Oct. 10 incident, walks over to the injured construction worker and casually repositions his contorted leg, causing Parra Hernández to wail even louder. Medical records show the leg was broken in three places.

“You ran over me!” Parra Hernández cries in Spanish.
