Choi In-ho Appointed to Ease Democratic Party Factional Tensions Pro-Roh, Pro-Moon Figure Expected to Bridge Ruling Bloc Divisions Under President Lee Jae Myung
Choi In-ho, the new senior presidential secretary for political affairs at Cheong Wa Dae, hails from Changnyeong, South Gyeongsang Province, and is a former president of the student council at Pusan National University. A representative figure with close ties to former President Roh Moo-hyun and former President Moon Jae-in, he served as a secretary in Roh’s congressional office during Roh’s time as a lawmaker. In the Roh administration, he held positions as deputy spokesperson and domestic media secretary at Cheong Wa Dae. He was elected twice in the 20th and 21st general elections from Busan’s Saha-gu Gap district. Despite receiving a single nomination in the 22nd general election, where the “unexpected political downfall” trend was strong, he failed to secure a seat.
Within the Democratic Party, Choi is evaluated as a “pro-Roh figure with pro-Moon ties.” He is known to have grown closer to President Lee Jae Myung during Lee’s tenure as party leader. In January of this year, following the launch of the current administration, he was appointed president of the Korea Housing & Urban Guarantee Corporation (HUG) in Busan, a position he left mid-term to join Cheong Wa Dae.
President Lee is reported to have highly valued Choi’s ability to maintain relatively smooth relations not only with the Democratic Party but also with People Power Party lawmakers. Particularly, amid ongoing factional conflicts within the Democratic Party, the selection of Choi—a figure associated with the pro-Roh and pro-Moon factions—is interpreted as an effort to strengthen communication and coordination within the ruling bloc. His predecessor, former Chief Hong Ik-pyo, also classified as a pro-Moon figure, faced criticism for failing to mediate conflicts between then-Democratic Party leader Jung Chung-rae and Cheong Wa Dae from the outset of his tenure. A Cheong Wa Dae official remarked, “Although former Chief Hong was also categorized as a Bi-myeong faction figure, there was a sense that he did not align well with the president after entering Cheong Wa Dae,” adding, “The president expects the newly appointed Chief Choi to play a greater role in easing factional disputes.”
