Ministry of Agriculture Mandates Animal Hospital Record Access Revisions include solar projects, disaster support, marriage penalty adjustments

The Ministry of Agriculture, Food and Rural Affairs announced on the 6th that it will revise 50 regulations in the animal and agricultural-food sectors, including requiring animal hospitals to allow animal owners to access medical records.

The ministry held the ‘4th Agricultural and Food Regulatory Rationalization Strategy Meeting’ under the leadership of Minister Song Mi-ryung. Around 20 participants, including industry representatives and private experts, attended the meeting. The ministry finalized regulations to be improved by the first half of next year at the latest.

One of the key changes is the disclosure of animal hospital medical records. Under the current Veterinary Surgeons Act, veterinarians are required to record and preserve treatment records but are not obligated to issue them to owners. To address this, the ministry plans to amend the law so that animal hospitals must comply if owners request access to or copies of medical records for purposes such as litigation.
